Constitution and Bylaws of the
Blue Mountain Rocketeers
Article 1 - The name of this organization shall be THE BLUE MOUNTAIN ROCKETEERS. The Blue Mountain Rocketeers is a youth model rocketry club which maintains an affiliation with the National Association of Rocketry (NAR) as a Chartered Section.
Article 2 - It shall be the purpose of The Blue Mountain Rocketeers to aid and abet the aims and goals of the sport of model rocketry in Southeastern Washington and abroad by:
a) Operating and maintaining a model rocket range in accordance with Federal Aviation Regulation 101, the standards and regulations adopted by the National Association of Rocketry model and high power rocketry safety codes, NFPA 1122 and NFPA 1127;
b) To hold meetings for the purpose of aiding and encouraging all those interested in the sport of model rocketry;
c) To engage in other scientific, educational, or related activities as the organization or the Board of Directors may from time to time deem necessary or desirable in connection with the foregoing.
Article 3 - All members of The Blue Mountain Rocketeers are encouraged but not required to join the National Association of Rocketry. Members who chose not to join the NAR shall be deemed an “Associate” member of the club, and are not covered by NAR insurance.
Article 4 - Any member of The Blue Mountain Rocketeers who knowingly, willfully or wantonly violates any aspect of the NAR Safety Codes, thereby potentially putting themselves or others in danger, or by whose actions would bring discredit or disfavor upon the group will be subject to immediate revocation of club membership and all associated privileges.
Article 5 - Club funds:
a) Membership dues are not required for membership in The Blue Mountain Rocketeers.
b) Donations are readily accepted by the organization. All donated money received shall be kept in a General Fund by the Secretary-Treasurer and shall be paid out by him/her only on order of the Board of Directors.
c) Special assessments may be levied by a majority vote of the members present and voting at any meeting of The Blue Mountain Rocketeers, provided such notice of such intent in writing or by telephone is given to each member at least five days preceding such a meeting.
Article 6 - Meetings of The Blue Mountain Rocketeers shall be held once per month at the club's regularly scheduled monthly rocket launches. During the winter months when a rocket launch is not scheduled, a club meeting shall be held on the months of November and January at times and places designated by the Board of Directors. Said location for the winter club meetings shall be announced in advance on the club's website, giving sufficient time for the membership to make arrangements to attend. A quorum shall consist of five members excluding the Board of Directors. Meetings shall be conducted and governed by the Roberts Rules of Order, Revised.
Article 7 - The officers of The Blue Mountain Rocketeers shall consist of a President, a Vice-president and a Secretary-Treasurer, all of whom shall be active, participating junior members (up to 19 years of age) in good standing with The Blue Mountain Rocketeers. An Adult Advisor shall also be elected from the active senior membership of The Blue Mountain Rocketeers. In order to comply with NAR Section Charter requirements, both the President and Adult Advisor must be NAR members. The officers duties are as follows:
a) President - The President shall run the meetings and is the chief administrator. As such, he/she is expected to ensure that the Roberts Rules of Order are adhered to so that all issues are covered in a timely manner and that all members are fairly heard and represented. The President shall be an ex-officio member of all committees. The President shall only vote on matters in the event of a tie.
b) Vice-president - The Vice-president shall fulfill the duties of the President in his/her absence. The Vice-president is also expected to act as a Sergeant-at-Arms, assisting in maintaining order during the meetings.
c) Secretary-Treasurer - The Secretary-Treasurer is responsible for the minutes of the meeting, taking the minutes of the current meeting for submission to the newsletter, and maintaining a record of past minutes for reference. The Secretary-Treasurer keeps a complete list of all members and calls the roll, and reports at club meetings on money received, money paid out, and the amount of money on hand. He/she will also submit bills for approval for payment and upon approval, make appropriate arrangements for payment of bills with the Club Advisor. He/she is also responsible for receiving incoming funds and maintaining records of accounts held by The Blue Mountain Rocketeers.
Article 8 - The Board of Directors shall consist of the three elected junior officers (up to 19 years of age), one Junior Member at Large (up to 19 years of age) elected by majority vote of the membership, and the duly elected Adult Advisor. Duties of the Junior Member at Large and the Adult Advisor are as follows:
a) Junior Member at Large - The Junior Member at Large shall be responsible for submitting questions and motions for members not able to attend meetings, provided such members have contacted this person in writing or by telephone.
b) Adult Advisor - The Adult Advisor shall ensure that the elected officers fulfill their duties, and deal with any and all issues brought before them. The Adult Advisor will also assist the Secretary-Treasurer in overseeing the club's financial account.
Article 9 - Elections of officers and members of the Board of Directors shall take place at the first club meeting in March each year. All officers and members of the Board of Directors shall serve a term of one fiscal year (March to March). Vacancies in offices and on the Board of Directors shall be filled by nomination and election of a Blue Mountain Rocketeers junior member (up to 19 years of age) to fill the unexpired term of office, and shall take place at the club meeting at which the vacancy is announced. Nominations for all elections shall be made from the floor. Voting shall be cast by written ballot. The candidate receiving the largest number of votes shall be elected.
Article 10 - Committees of and for The Blue Mountain Rocketeers shall be created as needed by the Board of Directors from time to time as deemed necessary in order to complete necessary club projects or events in a timely manner.
Article 11 - This Constitution and Bylaws may be amended by a two-thirds vote of those members present and voting at any meeting of The Blue Mountain Rocketeers, provided written or telephone notice of the pending amendment has been provided to the membership of the organization at least five days in advance of such meeting.
